Position Summary
The Chief Financial Officer oversees ICCAP’s financial operations, accounting practices, payroll, grant reporting, budgeting, audits, and fiscal compliance. This position supports accurate financial management, responsible agency planning, and compliance with accounting standards, statutory requirements, and applicable federal, state, and grantor regulations.

Areas of Responsibility
- Agency financial management and oversight
- Budgeting, forecasting, and financial reporting
- Audit preparation, tax filing support, and compliance
- Grant fiscal management and reporting
- Payroll, accounts payable, cash disbursement, and bank reconciliation
- Financial reporting for leadership, Board, Finance Committee, auditors, and grantors
Core Duties
- Manage agency finances, accounting records, and financial controls
- Prepare financial statements, fiscal reports, budget updates, and grant status reports
- Oversee payroll, payroll taxes, invoices, accounts payable, and fiscal closeouts
- Prepare records for annual audits, required filings, and financial reviews
- Monitor grant budgets and support proposal budget development
- Conduct budget reviews, reconciliations, and financial analysis to support agency decision-making
- Maintain accurate documentation and ensure all transactions are properly recorded and supported
Minimum Qualifications
- Bachelor’s degree in Accounting or Finance; or Associate degree in Accounting or Finance, with related field experience of two or more years
- Two to five years of fund accounting, government or nonprofit experience preferred
- Experience managing contracts, budgets, audits, or grant-funded financial requirements preferred
- Working knowledge of accounting principles and procedures
- Strong verbal and written communication skills
- Strong organizational skills with the ability to meet deadlines and manage competing priorities
- Ability to work with leadership and staff while maintaining accuracy, confidentiality, and professionalism
Requirements
- Valid Pennsylvania driver’s license, reliable transportation, and proof of vehicle insurance meeting agency standards
- Willingness to travel in Indiana County and other counties as required
- Ability to obtain Motor Vehicle Report, Act 33 and Act 34 clearances, and FBI clearance with fingerprinting
- Ability to maintain confidentiality with sensitive financial, payroll, personnel, and agency information
Work Environment & Expectations
Office-based position with regular interaction with agency leadership, staff, auditors, grantors, and Board representatives. This role requires accuracy, organization, confidentiality, and the ability to manage multiple deadlines in a fast-paced environment.
